Crises of infectious diseases are becoming more common. The world should be better prepared传染病导致的危机已经越来越常见,世界应该做好更周全的准备ONE of the sobering lessons of the Ebola crisis was how ill-prepared the world was for such a deadly disease. It is terrifying to reflect on how the viruss advance was halted in the teeming city of Lagos thanks only to the heroism of a single doctor and because the place just happened to have the expertise needed to trace all of the first victims contacts. Today the world is facing a worrying outbreak of Zika virus, adding to a growing list of diseases that includes SARS, MERS and bird flu. This is the new normal. New infectious diseases are becoming more common. With more people on the planet, more roads and flights connecting everyone, and greater contact between humans and animals, this is only to be expected. Over half of the 1,400 known human pathogens have their origins in animals such as pigs, bats, chickens and other birds. When a new outbreak occurs, fear sps even more rapidly than the virus. Politicians respond, rationally or not, with travel bans, quarantines or trade blocks. Airlines ground flights. Travellers cancel trips. Ebola has infected almost 30,000 people, killed more than 11,000 and cost more than billion in lost output in the three hardest-hit countries. SARS infected 8,000 and killed 800; because it hit richer places, it cost more than billion. Predicting these losses is hard, but a recent report on global health risks puts the expected economic losses from potential pandemics at around billion a year. As the threat grows, so does the case for beefing up defences against disease. Americas National Academy of Medicine suggests that just .5 billion a year (equivalent to about 3% of what rich countries spend on development aid) devoted to preparing for pandemics would make the world a lot safer. The money would strengthen public-health systems, improve co-ordination in an emergency and fund neglected areas of Ramp;D. Many of the investments to prepare for pandemics would bring broader benefits, too. Stronger public-health systems would help fight such diseases as tuberculosis, which reduces global GDP by billion a year, and malaria, which takes an even bigger toll. But the priority should be to advance vaccines for diseases that are rare today, but which scientists know could easily become pandemics in the future: Lassa fever, say, Crimean Congo haemorrhagic fever or Marburg. Better sharing of data would help (see article). More important is funding and a review of who has liability if firms rush vaccines or drugs to market. The initial development and early-stage testing of vaccines for the most likely future pandemics would cost roughly 0m each. Drug firms have little incentive to invest in a vaccine that may never be used. For these firms even later-stage testing when a pandemic breaks out is tricky. The drug industry spent billion on Ebola and took on liability risk, yet never made a profit. The same companies may not be so willing next time. To encourage drug firms to play their full part during an emergency, governments need to set out how they will share the burden. Since the financial crisis, banks have been required to hold more capital in order to lower the risk of economic contagion. The world spends about trillion annually on defence. Investing in health security is a similar form of insurance, but one with better returns. I heard you were talking about books some stuff. So I am coming up with the book我听到你在讲书之类的事情 所以我就拿着书出来了I just coming up with the book,Its called First Step 2 Forever.I want give it to you我就这么拿着书出现了 名字是First Step 2 Forever 我想亲手送给你You know I was just telling everybody about it I was saying that Justin has a bookJustin我正跟大家讲这件事呢 我刚才在说 写了本新书Thats so fun you walked out, because I said if you could only buy one book, buy Justins你走出来的时候挺搞笑的 因为我刚刚说如果你只能买一本书的话 那就买贾斯丁的And so thats great,And is First Step 2 Forever,The typal they went 2 with the number instead the Oops dizzies来的正好 名字是First Step 2 Forever 印刷厂用2替代了to 看看是谁犯困了啊Have a seat he is here for a second So very exciting. Who do you want me to make up to?Oh me make up to me -All right Whats it about Justin? Basic about autobiography you know about my life and you know基本上就是自传 你懂的 就是关于我的生活经历的To Ellen,I love you,I-Love-You,Not hard I love you,I-Love-You给Ellen 我爱你 我-爱-你 别那么生硬嘛 我爱你 我-爱-你You are my best friend, leave a lot of room,My bestest friend in the whole wide world,in-the-whole-wide-world你是我最好的朋友 多留点空 你是我在全宇宙最最要好的朋友 在全宇宙I cant imagine life without you,I-cant-imagine-life-without-you.I remember when we first met我无法想象没有你我的生活会是怎样 我无法想象没有你我的生活会是怎样 我记得我们初次相识的那天I… dont have enough room,There is no room,It is all right You can add some more later我… You want do someting with me right now?Yeah -You wanna dance through the audience room? All right lets go你想跟我一起互动一下吗 好啊 -你想在观众席间秀秀舞姿吗 好吧 开始 /201603/431617Stamp duty印花税Unexpected bills不招人喜欢的税收Why stamp-duty tax cuts may hurt homebuyers削减印花税如何让房屋购买方受损“TODAY Im cutting stamp duty for millions of homebuyers,” crowed George Osborne, the chancellor of the exchequer, on December 3rd when announcing reforms to stamp duty, a tax on buying property. Yet hidden in the forecasts of the Office for Budget Responsibility (OBR) is an assumption that implies most homebuyers will be made worse off by the tax cut. For every one percentage-point reduction in the tax, the OBR assumes that house prices will rise by 1.4%, leaving buyers with a bigger overall bill.“今天我将为百万购房者削减房产印花税,”12月3号,乔治·奥斯在宣布房产印花税(一项针对购房征收的税收)改革的时候高兴的合不拢嘴。 At first sight, this seems odd. Economics suggests that the sensitivity of buyers and sellers to changes in the price—“price elasticity”, in the jargon—influences who ends up paying most for “transaction taxes” like stamp duty. Housing supply is not very responsive to price: it is hard to build homes quickly to take advantage of a price spike. That means, according to economic reasoning, that, if stamp duty is cut, you would expect prices to rise and sellers to benefit more than buyers. What economists would not expect, though, is that buyers would end up absolutely worse off. So why are buyers left with a bigger overall bill? Mortgages are key to solving the mystery. Most buyers are what economists call “credit-constrained”. What they can splash out on a new place is limited by what they can borrow. And the amount they can borrow depends in part on how much cash they can put down as a deposit. Stamp duty—a bill which must be paid immediately on buying property—drains that cash. When it is cut, buyers can put down higher deposits and borrow more. As a result, demand rises, pushing up the price enough to more than offset the benefit of the tax cut. If the OBR is right, buyers of a property that cost £300,000 before the change in stamp duty now face £4,000 less tax but a price £5,600 higher. Buyers who were not previously in the market but can now afford a deposit will benefit, but this group is small. The main winners are homeowners, who benefit from higher house prices. There is a parallel with the governments flagship intervention in the housing market: Help to Buy. That scheme aims to assist buyers who cannot afford deposits by providing them with government loans. But its biggest effect is to boost demand and hence prices. Homeowners keep winning from government policy.

Light at the end of the tunnel一线希望Ireland’s sixth austerity budget爱尔兰的第六次收缩预算Since mid-2008, successive governments have taken 25 billion euro ( billion) out of the Irish economy in tax rises and spending cuts, the equivalent of 16% of economic output in 2011. On December 5th Michael Noonan, the finance minister, removed another 3.5 billion euro when he presented the country’s sixth austerity budget. This is the latest instalment of an austerity plan that the government hopes will achieve two goals. One is to enable Ireland next year to leave the 67.5 billion euro bail-out programme with the European Union, IMF and European Central Bank (ECB) agreed in 2010 and regain access to market funding. The other is to reduce the budget deficit to below 3% of GDP by 2015. At 8.2% Ireland’s budget deficit is still one of the highest in the EU. In his budget measures, Mr Noonan broadened Ireland’s narrow revenue base. He focused on higher-income earners. Wealthier pensioners will feel the pain: the cap on tax relief for pension contributions will be lower and better-off pensioners (those over 70 with incomes over 60,000 euro) are hit by higher social charges. A modest residential-property tax has been introduced against the background of a collapse in house prices. Many new homeowners are in negative equity, with a growing number in arrears on their mortgage payments. The government is relying on economic growth to meet its ambitious budget targets for 2013. It is forecasting 1.5% GDP growth for next year, which seems optimistic given Ireland’s dependence on an export-led recovery to achieve it. That may prove difficult with the euro zone in recession and a weakening British economy. Another concern is the sustainability of Ireland’s public debt, which is expected to hit 118% of GDP this year. Almost a third of it is accounted for by state support for distressed banks. Discussions with the ECB on restructuring the promissory notes that the government issued to cover 30 billion euro in losses, mostly at Anglo Irish Bank, have continued for more than a year without success. The government’s hopes that the new European Stability Mechanism could be used to take over state-owned Irish banks in a debt-equity swap, have also been disappointed. The government’s major achievement in 2012 has been the sharp reduction in bond yields onIreland’s sovereign debt, which reflects its success in meeting all the targets set in the EU/IMF programme. In January Ireland takes over the six-monthly presidency of the EU. Haggling in Brusselsis likely to absorb much of the attention of Irish ministers, leaving less time for pressing national concerns—such as debt relief. 翻译:袁航译文属译生译世 /201609/465630 I think Im,I mean in really kind of stereotypical, you know different male and femal way我比较倾向于传统固定的男女思维方式I think I am probably more like want to fix things a little less emotional,a little bit more theres a problem我想可能是少一点情绪化 多一点去解决问题 像这样的问题Let me you know do this, this let me fix it for you honey, but I am not really good at crying on my shoulder亲爱的 让我这样 这样为你解决这个 我不太擅长说靠着我肩膀哭吧这些软话really, were you before?I could tolerate it more真的吗 你之前是这样吗 之前我更能忍受You know,I was not like great, but I was a lot more easygoing with that kind of stuff你知道我的意思 我不说我很强 但对那些事情是比较随意 得过且过Wow,thats really interesting, yeah it is.that it is even affected your emotions and how you relate and communicate哇 确实很有趣 是啊 很有意思 变性确实能改变你的情绪 以及跟人联系和交流的方式All right,so this controversy that is going on,when you signed on to do Dancing with the Stars好了 我们谈谈人们对你的争议 当你报名参加《与星共舞》时You must have known that some people are gonna to have a problem with this.Oh,yes of course I did你肯定想到有人会对此有意见 是的 我当然想过But I really didnt expect this,To be honest I thought,of course there are going to be但情况出乎了我的意料 老实说 我确实想过People that are gonna have a problem.but it kind of got bigger than what I thought有人会对此有意见 但这意见比我想的还要严重Because people aly, they just really dont understand and I dont know how anyone could understand因为人们是无法想明白的 我也不知道人们怎样才能够理解because unless you actually are feeling that way that you are not in the right body除非你真正觉得 你之前的身体不是你感觉需要的身体How do you explain it to somebody else that they dont understand.I try to reall explain that theres like two components to the gender你怎么去跟人们解释他们不能理解的问题 我尝试这样解释 每种性别有两个组成部分And that is your physical sex and then your, like the gender of your brain how you feel一个是身体组成 另一个是大脑感觉 /201610/474377呼和浩特和林格尔县妇科疾病多少钱呼和浩特治疗内分泌哪家医院最好的
