The economic crisis has sp into many areas of the U.S. economy--banks, investment firms, insurance companies, and even the oil markets. Experts seem to agree that the trouble started with bad loans in the housing industry, and grew into a widesp crisis of confidence. Gus Faucher, the Director of Macroeconomics at the economic website Moody's Economy.com, is one of many experts who say the crisis began in the U.S. housing market. He says prices rose unrealistically high and credit was given too easily. "We had people who, in retrospect, were given mortgage loans but should not have been given mortgage loans because they really could not afford them. So now we are seeing the effects of that," he said. International economist Robert Scott, at the Washington-based Economic Policy Institute, blames the Federal Reserve--the U.S. central bank--for allowing housing prices to rise too high. "For the last seven or eight years, until just the last year or so, Alan Greenspan, the former Chairman of the Federal Reserve, said that the housing market was sound, that there was nothing wrong with the rise in housing prices, (which) many, many economists were saying was unsustainable. So he let that bubble build up, he did nothing about it, and he bears a lot of responsibility for this crisis," Scott said. But that may not be the whole reason. Ted Truman, a senior fellow at the Peterson Institute for International Economics, says while the financial woes started in the mortgage lending industry, the causes of those problems have been afflicting other financial markets. "Everybody calls it a subprime crisis, in the sense that if no subprime mortgages had ever been made, we would not have had a crisis. And even the thought that it is all about housing, I think, is an exaggeration. It is about easy credit, and financial engineering that went wild, and people who thought that the good times would never come to an end and were planning accordingly," Truman said. According to Faucher, the bad loans that were handed out by mortgage lenders are still causing trouble for consumers and for financial institutions. "There are simply a lot of bad housing-related securities out there. Those are falling in value. The problem is, we are not sure who is holding all of those. And as we find out about institutions that are holding them, those institutions start to fail, and that is causing problems throughout the entire financial system."Faucher says banks are reluctant to lend to one another, because they are not sure which institutions are holding bad debt. He says the banks are also reluctant to make loans, so the entire system is coming to a halt. According to Faucher, worries that one failing financial institution could drag down others led the U.S. government to buy out most of the huge insurance company A.I.G."The Federal Reserve and the Treasury Department were concerned that A.I.G. is involved in many different financial markets. And they were concerned that if A.I.G. failed, that would bring down the entire financial system. So therefore, they decided to step in and have, essentially, the federal government take over the firm."Many economists, including Scott, believe tighter regulation could have prevented the crisis. "Mistake number one was failing to regulate the financial sector. We should have required them to hold much greater reserves. They are not required to hold any reserves now. Secondly, we should have limited which they can invest in these high-risk assets," Scott said. Robert Reich, who was Labor Secretary under President Bill Clinton, says the troubles have worsened to this point because there was not enough regulation of the financial industry between 2002 and 2006, when the economy was strong. Wall Street increased its borrowing dramatically. Our financial institutions increased borrowing much faster than economic growth. Individuals increased their borrowing, also, much faster than economic growth. But nobody was minding the store. Our regulators were not overseeing the system to make sure that there was adequate disclosure (and) capital requirements, so that information could get to the right people at the right time. The system was no longer transparent," he said. Reich says America's financial markets need to adhere to the same standards that the U.S. encourages in other countries. "The ed States continues to tell developing nations, as the I.M.F. and World Bank continue to tell developing nations, that they have to have a transparent capital market before capital will be attracted to them. Well, the same principle applies to the ed States. Unless our markets are transparent, capital, at some point, is going to be afraid and start stampeding out of those markets, and that is exactly what has happened," he said.In recent days, both U.S. presidential candidates, Republican John McCain and Democrat Barack Obama, have advocated tighter regulation of financial institutions. And U.S. Treasury Secretary Henry Paulson is said to be considering creating an institution to deal with troubled banks and investments. This is whats happening today: as a result some of embarrassing mistakes in deliveries,这是今天的情况:由于在送货上出现了一些令人难堪的错误,Tip Top Tradings big boss in America has ordered a re-check of every order this month. So, Paul is talking to key customers to see if theyve got what they needed. I just want to check youre happy with the grapes? Tom, whom we all know was responsible for the disaster, is phoning his clients to make sure he has the correct information about what they want. I just want to make absolutely sure we get the order right for you and have the correct number of fruit... Denise is, well, talking on the phone to a friend. Brown shoes dont look right on him! Hes not a brown shoe sort of person...他不是穿棕色鞋子的那种人……Anna has to go down to the warehouse, where the products are prepared for delivery. I have to speak to Mr Ingle. India is coping with huge energy shortfalls as a growing economy raises demand for power. The government has pledged to cover the gap in five years. Temperatures frequently soar above 40 degrees Celsius across the vast plains of India as the summer heat peaks. But for most people, like 54-year-old Renuka Taimni in New Delhi, the sweltering heat is worsened by the frequent power outages. The frig did not work, the AC does not work, brings life to a standstill, you can't do anything, you just sit waiting for the power to come back," said Taimni. The situation is equally bad across other big cities such as Kolkata or Mumbai. And it is much worse in smaller towns and rural areas, where power blackouts can last for more than 12 hours a day. Last month, violent protests erupted across India's most populous state, Uttar Pradesh, as long outages left people without fans and even drinking water. Power blackouts have been a regular feature of life in India for many years. But a five-year-long economic boom has intensified these shortages as expanding industries guzzle more power, and a growing middle class can afford more air conditioners, refrigerators and washing machines. An energy advisor to the Confederation of Indian Industry, V. Raghuraman, says the current power capacity generation is about 14 percent short of demand. 14%。"For the last 15-16 years we have not been able to add capacities required. The power-demand supply gap has been actually increasing year after year," said Raghuraman. The government has promised to change that, and provide power to all by 2012. Industry experts like Raghuraman say the situation will improve in the coming years because massive investments are in the pipeline. The investments are more than 0 billion say in the next five years … we believe a good amount of capacity will come in the next five to six years," said Raghuraman. The power plants being built by the government are expected to add 70,000 megawatts of power generation. They include thermal and hydroelectric plants. The private sector is also making large investments in power projects. However, skeptics fear that many of these projects will face delays, and the gap between demand and supply will continue to grow in the coming years. But optimists hope the power sector might replicate the success of the telecommunication industry. A decade ago, it could take years to obtain a phone line, but now the privatized industry is one of the fastest-growing in the world. South Asian leaders have agreed to work jointly to combat terrorism, eradicate poverty, ensure regional food security and enhance trade ties. The declaration was affirmed in Sri lanka at the 15th summit of the South Asian Association for Regional Cooperation. The conference was overshadowed by tense meetings on the sidelines involving several of the leaders. As the SAARC summit concluded, Afghanistan and Pakistan agreed to devise a "common strategy" to deal with terrorism, including reducing the movement of extremists across their common border. In a joint statement following a meeting between Afghanistan's president Hamid Karzai and Pakistani prime minister Yousuf Raza Gilani, the neighbors agreed to coordinate efforts to halt cross-border terrorism. Not mentioned in the statement was the July 7 bombing of the Indian Embassy in the Afghan capital, in which about 60 people died. Afghanistan and India have accused Pakistan's intelligence agency of masterminding the attack. Mr. Gilani met Saturday with Indian prime minister Manmohan Singh. The Pakistani leader promised to conduct an independent investigation into the embassy blast and possible links to his country's intelligence service. The sideline meetings - and the presence of high-profile observers, including Iran's foreign minister - took the spotlight off the actual summit. The leaders of the association's eight nations pledged a joint fight against terrorism through a convention on trading information in criminal matters, the establishment of a 0-million fund to fight poverty, and the expedited opening of a regional food bank. They also pledged to improve cross-border trading by harmonizing quality standards. The U.S. assistant secretary of state for the region, Richard Boucher, says such moves demonstrate the regional group is moving beyond the talking stage. I do not think any single organization or any single meeting is going to solve all these problems," said Boucher. "But I think every organization and every meeting should try to make a direct contribution and that is what the SAARC leaders have pledged themselves to do together. And that is what we as observers are trying to work with them to do." In remarks at the summit, the chief of Bangladesh's caretaker government, Fakhruddin Ahmed, said SAARC is finally living up to the ideals it proposed when it was initiated."This summit has rekindled the hope and belief among our peoples regarding the delivery and prosperity that we collectively promised 23 years ago," said Fakhruddin Ahmed. The SAARC leaders represent more than one of every five people on the planet, but 40 percent of the world's poor. The association is composed of Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka.

Hundreds of priests have been removed. Both U.S. Catholic cardinals and groups representing victims have recommended that the pope meet with some of the abused church members during his visit, although no such meetings have been announced. Helen Alvare, an associate professor of law at Catholic University, chaired a commission investigating clerical abuse. One of the greatest sorrows, the greatest violations, was what I would almost say was an inability to understand how deep the violation goes," she said. "As a church that speaks about the sacredness of sex, one would think that we would have had a grip on how deep that violation went for those children and the those families and we did not seem to." Most Catholic dioceses in America now require criminal background checks on employees. They are also teaching parents, children and teachers how to recognize and respond to signs of abuse. Catholic University Provost James Brennan says the church has taken major steps to address the scandal. Once the hierarchy and the church in general realized the severity of the problem, the devastation that the problem brought upon children, I think that the proactive steps that the bishops have taken to address that in a Christian, loving way, has been positive," he said. A newly released poll by the Washington Post newspaper says 74 percent of American Catholics have favorable views of Pope Benedict. However, nearly the same number, 73 percent, say they do not approve of how the Catholic Church has handled the sex abuse scandal. While in the U.S., the pope will mark two personal milestones. His 81st birthday is Wednesday. Saturday marks the third anniversary of his election as pontiff. 200804/35102 France Attempts to Mend Relations with China法总统派特使访华修补与中国关系 French President Nicholas Sarkozy is sending envoys to repair relations with China after nation-wide anti-French protests. The wheelchair-bound Chinese athlete became a symbol of Chinese outrage after a protester tried to grab the Olympic torch from her during the Paris leg of the relay. The demonstrations in Paris were some of the largest the torch relay has faced on its world tour. Protesters have sought to bring attention to China's heavy-handed rule of Tibet, human-rights violations and dealings with authoritarian governments. China's Foreign Ministry spokeswoman Jiang Yu said the Chinese people welcomed the French president's letter. She says they also hope that President Sarkozy and the French government can uphold justice on Tibet and the Olympics, and understand and support the Chinese government's necessary and justified measures to safeguard social order and safety of both lives and property. China cut off Tibetan areas from foreign journalists and tourists in March after anti-government protests turned deadly. The move was condemned internationally, but led to a backlash from some Chinese. Beijing has blamed the Tibetan spiritual leader the Dalai Lama for the violent clashes. The central government is widely supported by Chinese who say Tibet has always been a part of China. Thousands of Chinese protested in major cities during the weekend, targeting stores of the French retailer Carrefour as well as the French Embassy and a French school in Beijing. Some called for a boycott of French goods. The Chinese government has urged protesters to channel their energy constructively. But Jiang warned France it seriously harmed relations after the Paris city council declared the Dalai Lama an honorary citizen. In a statement on the Foreign Ministry website, Jiang said the act would only encourage what she called the arrogance of the Dalai Lama and Tibetan independence supporters. She said the symbolic award would be considered a severe provocation by all Chinese people, including Tibetans. A former French prime minister and President Sarkozy's diplomatic advisor are also scheduled to visit China this week to repair the damaged relations.
